Tested MOSS 2k7 in document library. When browsing to editform.aspx there is no option to Edit Page. An unsupported way to modify this page is to add “?ToolPaneView=2″ to the end of the URL. e.g. http://litwaredemo/doclib/Forms/EditForm.aspx?ToolPaneView=2
